New motor vehicle registration certificate coming shortly - registration with insurance companies fo

Vienna, July 6, 2008
Following the driving licence, the motor vehicle registration certificate will shortly be available in a handy cheque card format too. The old registration certificates will remain valid, but in future at re-registration or on request there will be a choice between paper or chip card certificates. Nothing will change with regard to the registration of the vehicle itself.

The introduction of the “registration certificate in chip card format” in accordance with EU Directive 2003/127/EC is planned for 2009, and vehicle owners will then be able to choose between the familiar paper registration certificate or the smaller registration certificate in cheque card format, which is particularly secure against falsification. Like its paper predecessor, this card format will contain all the necessary details about the registered vehicle. The most important data, such as the name and address of the holder of the registration and the vehicle registration number will be readable with the naked eye, while the other technical data will be stored on the integrated data chip and can be called up by reader devices. The paper registration certificates issued up to now will of course retain their validity.

Registration continues with the insurance company

As far as the vehicle owner is concerned, nothing will change with regard to the processing of the registration. Anyone who has bought a new car will have to arrange for changes to be made to the registration certificate, or, if they had the new cheque card registration certificate, can simply, as before, approach their insurance consultant or one of the registration offices responsible for the place of residence. The paper registration certificate will then be prepared immediately, and the new chip card certificate will be sent by post to the owner’s address within a maximum of two weeks. For the bridging period a conventional registration certificate in paper format will be issued, which becomes invalid as soon as the chip card arrives by post.

Vehicle registration service by the insurance industry

It will soon be ten years since vehicle registrations were first carried out at the 1,000 or so registration offices of domestic insurance companies, so saving vehicle owners the additional journey to a registration authority. The computer processing of the registration data is carried out at the Austrian Insurance Association (VVO), which processes almost 1.4 million such procedures every year. As a free service the Austrian Insurance Association also provides vehicle registration information on its Website http://www.vvo.at. The addresses and contact details of every registration office in the whole of Austria can be obtained simply by clicking the mouse.

Changes to registration certificates and costs

When registering the vehicle, the owner at present pays a one-off amount for the application. This sum is dependent, among other things, on the registration plate required, and amounts to about 170 Euro. Changes to the registration certificate or de-registration are carried out by the motor insurance company free of charge. An additional contribution to costs will be applied for the new chip card registration certificate, but the amount has not yet been decided.

Loss of the registration certificate

If the registration certificate goes missing, the registration office will be happy to provide a duplicate. Here’s a tip: Never leave the vehicle documents and registration certificate in the vehicle. A car is not a safe, and there is no point in making things easier for car thieves.
